1. What are the key steps/approvals required to start and operate an enterprise in Rajasthan?
Register the enterprise under single window clearance system Registration Form.

2. Which projects require Consent to establish/operate by the State Pollution Control Board?
All the industries which are covered under the provisions of Water (Prevention & control of pollution) Act, 1974 and Air (Prevention & control of Pollution) Act, 1981 are required to obtain consent to establish for establishment of any new unit or before carrying out expansion/modernization of any existing unit.
 
These units after establishment are required to obtain consent to operate before commencing commercial production. Consent to operate is also required for all the existing units which are covered under the provisions of Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & control of Pollution) Act, 1981.
Consent to establish is one time and required only at the time of establishment of a new unit or before carrying out expansion /modernization in the existing unit whereas consent to operate is granted for a specific period and needs to be got renewed every time after expiry.
Industries which are covered under the provisions of Hazardous Waste (Management & Handing) Rules, 1989 are also required to obtain authorization under the provisions of the rules. Likewise, hospitals and healthcare units need to seek authorization under the Biomedical Waste (Management & Handing) Rules, 1998. All the municipalities are required to obtain authorization under the provisions of Municipal Waste (Management & Handing) Rules, 2000.
For administrative purposes, the units have been categorized under RED, ORANGE & OTHERS depending on their pollution causing potential.
The Rajasthan Pollution Control Board has notified a list of 220 products that do not need a Consent to Establish, for their manufacture.
